When a policy called Code Blue is activated by homeless shelters, it means that those shelters have added additional beds for the homeless during the winter months when temperatures drop. Frigid winter days are here and those experiencing homelessness are in dire need of warm shelter. Essex County recently declared a Code Blue through 8AM Saturday, December 7th.
