Mayor of Newark Launches Public List of the City’s Worst Landlords

Ras Baraka, the Mayor of Newark, issued an executive order aimed at keeping landlords accountable. At a press conference on Thursday, February 19th, the Mayor shared the order, which will create a publicly available list of landlords who are non-compliant with city policies, including safety and fire codes, rental registration, and regular inspections. About the List

According to a statement from the city, “The purpose of the list is to protect tenants by identifying and publicizing property owners who have demonstrated a repeated pattern of non-compliance with City housing, safety, registration, and inspection requirements – conduct that places residents at risk and discomfort, and burdens City resources.

For purposes of the executive order, non-compliance is defined as a repeated pattern of failing to comply with City laws designed to protect residents, including housing and habitability requirements, health and fire safety regulations, Uniform Construction Code requirements, rental property registration and renewal requirements, refusal to allow inspections, and failure to correct violations after notice. It also includes failure to follow required City processes that enable enforcement and oversight to occur.

Conditions for landing on the list include mismanagement that results in three violations within 12 months for a single address, or five violations within 12 months for landlords with multiple properties. Once on the list, a full year must pass before the status can be reevaluated. Ownership transfers will be tracked to prevent avoidance of accountability by sleight of paperwork.”

The list is set to be created immediately, taking effect with the signature of the order, and with the collaboration of the different city departments involved. 

A similar effort in New York City, administered by the New York City Public Advocate, has a Top 100 Worst Landlords List shared yearly. The list was established in 2023, and, according to a statement, created results. “The increase in scrutiny that accompanies the list has helped bring about consequences for the worst actors. The 2022 and 2023 Worst Landlord, Daniel Ohebshalom, has since been incarcerated twice related to his failure to make repairs. ”
